Eliminating overdue fines does not mean eliminating due dates. Research and lots of recent experience from libraries that have eliminated overdue fines demonstrate that overdue fines do not affect how fast people bring back books; return rates are THE SAME before and after libraries eliminate overdue fines. And if an item is overdue for more than 28 days, the account is charged a replacement fee.
